State of Court Mediation 2026

Court rosters list 26,000+ mediators across the U.S., from 28.8 per 100,000 residents in Georgia to 0.3 in Oklahoma: a spread that reflects how completely each state’s courts publish. Counted from 386 official rosters and nothing else.[1–46][47]

26,401 people, shown rounded down as 26,000+, hold 27,446 listings (27,000+): a person on two states’ rosters is a listing in each state, and the same person can appear as separate records on different rosters in one state (in Florida, 357 listings are a second record of someone already counted, mostly people on both the Florida Supreme Court roster and the M.D. Fla. federal list). Headline totals count people; counts below are listings unless they say mediators.

Key findings

  1. Georgia and Florida list the most court-roster mediators per resident, 28.8 and 27.7 per 100,000. Eight states list fewer than 2; low figures usually reflect partial public rosters.
  2. Six states certify mediators, and Florida holds two-thirds of their listings (6,469 of 9,821). Everywhere else, courts list or register mediators without certifying them.
  3. Family and civil counts mostly reflect what each roster covers: Florida, Georgia and California hold 53% of all civil listings, and 9 of the 30 larger states list almost only one type.
  4. 68 counties have no family mediator based in the county on the state’s roster, home to 1,246,716 people. In Minnesota, 47 of 87 counties have none.
  5. Rosters almost never say who mediates online: 1 of 386 roster sources mentions remote mediation, in a list dated March 26, 2020.
  6. On 13 court family-mediation panels, the median posted rate runs from $150 to $300 an hour; 4 of the 13 lists have fewer than 10 rates.

01 · Mediators per resident

Georgia and Florida list the most court-roster mediators per resident: 28.8 and 27.7 per 100,000

Reflects how completely each state’s courts publish their rosters. Listings on each state’s official court and government rosters per 100,000 residents run from 28.8 in Georgia to 0.3 in Oklahoma. Georgia’s figure is its statewide registered-neutrals directory; a low figure usually means a state publishes only partial or court-by-court lists.

Every state with published listings, ranked

Bars show listings per 100,000 residents. Ink bars marked are states where a court or court-created board certifies mediators; grey bars are states where courts list them. Only states with at least 10 published listings are ranked.

The total across these states is 27,429 listings; the headline figure also counts Kentucky (9), Mississippi (5), New Mexico (1), Rhode Island (1) and Wyoming (1), which have fewer than 10 published listings.

02 · Certified or court-listed

Six states certify mediators; Florida holds two-thirds of their listings

“Certified” is a legal status, not a compliment. In Arkansas, Florida, New Hampshire, North Carolina, South Carolina and Virginia, the state’s highest court or a commission or board in its judicial branch certifies mediators. In every other state, courts and agencies keep lists, registries or panels of approved mediators without certifying them, so we call those mediators “court-listed.”

Together the certifying states hold 36% of all listings, mostly because of Florida: 6,469 listings, including 665 on the M.D. Fla. federal court list.

03 · Family and civil

Family and civil counts mostly reflect what each roster covers: Florida, Georgia and California hold 53% of all civil listings

Listings by the case types each roster records, for the 30 states with at least 100 listings. A mediator listed for both counts on both sides. Nine of these states list almost only one type (the other under 10%), often because the source is a single-purpose list: Iowa’s, for example, is a statewide list of family law mediators. Nationally there are 17,019 civil and 9,522 family listings; family leads in 18 states with published rosters, 11 of them shown here. Alaska, District of Columbia and Connecticut record no case types, so they are left out.

04 · Mediator deserts

68 counties in Florida, Minnesota and South Carolina have no family mediator based in the county on the state’s court roster

Rosters record where a mediator is based (some also list the counties they serve), not every county they take cases in; many serve neighbouring counties or meet by video. Mapped: the 7 states whose statewide family roster gives a county for nearly everyone on it (at least 90% of family listings from that roster and 90% with a county). 1,246,716 people, 2.1% of these states’ population, live in the counties with none. The mediator deserts map shows every county.

Indiana, Maryland, New Jersey and West Virginia: every county has at least one family mediator on the roster (these rosters list the counties each mediator serves).

05 · Online availability

One of 386 roster sources says anything about remote mediation, and that note dates from March 2020

No statewide roster we read records whether a mediator works by video. The only remote note on any official roster is the 469th District Court remote-mediator list (Collin County (TX) courts), dated March 26, 2020 and marked as self-reported by the mediators; it covers 67 of 27,012 roster records.

That matters because most private mediation isn’t licensed by place: a mediator can often take cases from another state by video, but a court-ordered case may need a mediator from that court’s own roster. On MediationList, online availability comes only from a mediator’s own statement after they claim their profile, and it is labeled that way. See online mediators.

06 · Court-posted rates

On 13 court family-mediation panels, the median posted rate runs from $150 to $300 an hour

A few courts publish each family-panel mediator’s hourly rate (4 of the 13 lists have fewer than 10 rates, so their medians are fragile). Each row is one court’s list: bars show the share of its rates in each $25 step, on one scale for every row, and the tick marks the list’s median. These are hourly rates as posted, not what a whole divorce costs, and they come from California, Illinois, Iowa, Michigan, Missouri, Ohio and Washington only.

07 · Roster freshness

71% of roster entries come from rosters read on Oct 6 or Oct 7, 2026

We collected every roster ourselves from the court or agency that publishes it (its website, a download or a public-records response). The 386 court rosters were read Oct 6–19, 2026; the court rate lists run to Oct 23, 2026, so this report’s sources span Oct 6–23, 2026. Every profile shows its source and the date we checked it.

08 · Method and limits

How we counted, and what these numbers can’t tell you

Method

  • Every listing comes from an official court or government roster, taken from the publisher’s own site, a download or a public-records response, with no logins and no bypassed bot checks. People listed only after a credentials review, and people who dropped off a superseded court list, aren’t counted.
  • The headline total, 26,000+, counts people, rounded down as everywhere on MediationList: when two roster records in a state carry the same full name and nothing on them conflicts (a different county, bar number, suffix, or the same roster twice), they count as one person; near-matches are never joined. Other counts are listings: a record on two states’ rosters counts in each state (27,446 listings in all).
  • Per-resident figures divide listings by the U.S. Census Bureau, Vintage 2024 county population estimates (July 1, 2024), and are shown only for states with at least 10 listings.
  • “Certified” follows each state’s law; family and civil follow each roster’s own case types; deserts, rates and counts reuse the exact functions behind /statistics/, /mediator-deserts/ and the cost calculator.

Limits

  • These are court-roster mediators, not all mediators. Most private mediation needs no court approval, so many working mediators appear on no roster.
  • Coverage follows what courts publish. Some states keep one statewide roster; others publish only court-by-court or partial lists, and a few rosters aren’t public or block automated reading, so low figures can reflect a smaller public roster.
  • Rosters change constantly. Figures are as of the read dates above; a 2027 edition will show the change.
  • Posted rates come from a handful of courts and aren’t national averages. Nothing here is legal advice or an endorsement of any mediator.
