The Circuit Court for Howard County, in Ellicott City, encourages alternative dispute resolution under Title 17 of the Maryland Rules.[7] In contested custody and visitation cases, mediation is usually mandatory unless domestic violence has been alleged, and parents are ordered to two two-hour sessions with a court-approved mediator; property mediation requires both parties' agreement.[7] A small court fund, and some mediators' free or sliding-scale work, helps low-income litigants who submit a fee waiver form to the Family Law Office.[7] ADR questions go to Court Administration at (410) 313-3650.[7] All our Howard listings are on the Judiciary's MACRO statewide roster (Oct. 2026); several also appear on Baltimore County, Frederick or Harford lists.[1][2][3][5]
