Since 1980, Harris County's Dispute Resolution Center, sponsored by the Houston Bar Association and funded through the county courts system, has mediated disputes free for county residents [1]. Its divorce program mediates before or after a case is filed, but only for couples with no significant financial or real property holdings and combined gross annual income of $100,000 or less [2]. For lawsuits already filed, the center takes cases with $100,000 or less in dispute and no more than three named parties, usually in four-hour sessions [3].
